Is the backplate made of steel?
No, but it is well supported once screwed onto a piece of MDF or wooden panels fixed to the wall.

How do the bins attach to the backing?
The back of the bins have down facing projections that slot vertically downward and into locating slots set in the black wall panels.
Make sure you have mounted the wall panels the right way around - the horizontal projections(ribs) have to face outwards.
Offer the bins up to the ribs and match up the top rear of the bins with the slots in the backing plate and gently push the bins down. -
Can this be used for storing craft items and attached to a bedroom wall?
Yes, if your internal walls are made of brick, as they are attached with screws and Rawl plugs. If you have cavity walls, you will need cavity wall fixings.
